The 2012-2015 Zimbabwe United Nations Development Assistance Framework

The 2012-2015 Zimbabwe United Nations Development Assistance Framework (ZUNDAF) is the UN’s strategic programme framework to support national development priorities as well as the achievement of the Millennium Development Goals (MDGs) by 2015.

In order to respond to Zimbabwe’s development priorities as defined in the 2011-2015 Medium Term Plan, eighteen outcomes have been elaborated within the seven identified national priority areas.

These are explicitly linked to the Millennium Development Goals (MDGs), providing an overarching framework for working together towards the common goal of achieving the MDGs. The seven national priority areas in the ZUNDAF are as follows:

  1. Good Governance for Sustainable Development
  2. Pro-Poor Sustainable Growth and Economic Development
  3. Food Security at Household and National Levels
  4. Sound Management and Use of the Environment, Natural Resources and Land to Promote Sustainable Development
  5. Access to and Utilisation of Quality Basic Social Services for All
  6. Universal Access to HIV Prevention, Treatment, Care and Support
  7. Women Empowerment, Gender Equality and Equity

The 2012-2015 ZUNDAF is designed at a strategic level to provide the Government of Zimbabwe and the UN Country Team with a flexible and agile framework, responding and adapting in a holistic manner to the evolving national context. As such, the ZUNDAF incorporates principles of recovery and development. Increased effectiveness through UN coherence and stronger partnerships are key underlying principles for the operationalisation of the ZUNDAF.

The ZUNDAF provides the Government of Zimbabwe and the United Nations Country Team with enhanced perspectives to advance the recovery and development agenda. Accordingly, in order to ensure coherent and strategic action in contributing to this agenda, a Joint Implementation Plan for the 2012-2015 ZUNDAF was developed by the UNCT, serving as a tool for improved programming, planning, implementation, M&E and accountability. Within the plan, a set of Flagship Programmes for each ZUNDAF national priority areas have been jointly elaborated with Government, these are:

  1. Equal access to justice for all
  2. Promoting economic recovery through enhanced entrepreneurship and employment for youth and women in Zimbabwe
  3. Strengthening the capacity of national statistical systems and timely production of statistical data
  4. Community action programme for adaptation and mitigation of climate change
  5. Prevention and treatment of malnutrition in Zimbabwe
  6. Eliminating new paediatric HIV infections and keeping children and parents alive
  7. Strengthening the multi-sectoral approach to gender based violence prevention and response
