The Resident Coordinator System was conceived by the UN General Assembly to enhance the effective and efficient functioning of the United Nations System at the country level. “The Resident Coordinator System is the main mechanism to coordinate the United Nation system’s operational activities for development, as well as emergency, recovery and transition in programme countries.”
The UN Resident Coordinator
The UN Resident Coordinator (RC) leads the Resident Coordinator System at the country level and represents the UN Secretary General to the Government of Zimbabwe and the UN Country Team. The UN RC is the primary interlocutor for the UNCT with the Head of State and Government. The RC has an equal relationship with and responsibility to all UNCT members. As such, the RC advocates for the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family.
In Zimbabwe, the RC is responsible for coordinating and providing leadership to the UN Country Team in strategy setting, planning, implementation and monitoring and evaluation of development programmes at the country level, as outlined in the Zimbabwe United Nations Development Assistance Framework (ZUNDAF). The RC also provides leadership on joint communications, advocacy, and resource mobilization efforts. In Zimbabwe, the RC also acts as Humanitarian Coordinator, Designated Official for Safety and Security, Resident Representative of UNDP and Director of the UN Information Centre.
The UN Resident Coordinator’s Office
The UN Resident Coordinator’s Office (UNRCO) supports the UN Resident Coordinator in his roles and functions. The UNRCO in Zimbabwe provides inter-agency coordination support to the UN Country Team and its various sub-groups. The support includes strategic planning, programme and operations management, policy guidance, as well as knowledge management, advocacy and communications, all seeking to enhance UN coherence and improve overall programme impact to better achieve results.
Since 2011, the capacity of the UNRCO in Zimbabwe has been enhanced through valuable support received from the Swedish International Development Cooperation (SIDA). This partnership has been critical to ensuring that the UNRCO has the resources necessary to fulfill its mandate in further supporting the achievement of results to positively impact the lives of Zimbabweans.
